The supply is not the issue. The services are built to implement procedures in line with the law. Whether they resolve a person's concern appears in no specification. So a service can be finished and accepted and still go unused.

No. Mundaka changes no procedure and makes no automated decision. The person files the application. The responsible office decides.

How does Mundaka differ from NOOTS and from government chatbots?

NOOTS connects authority with authority. Mundaka is designed to connect people with procedures. Government chatbots and application assistants are interfaces. They can sit on Mundaka as their layer instead of competing with it.
